Located in Isobedori 1-chome, you can reach there by getting off at Sannomiya or Kobe-Sannomiya station and by walking towards the Port Island area for 10 minutes. From Port Liner’s Boeki Center station, it is only a one minute walk. Public offices like city hall are located here also.
